We see a lot of these in the AZ White Mountains. When the rim lakes and swamps freeze over, they move down to lower elevations, following the coots and ducks they eat.

Hunting technique for coots and ducks in a mostly frozen pond ... swoop over the swimming flock to force a dive, circle around the hole in the ice, and when one pops up for air, drop down a foot and snag it. If there are several eagles, they take turns swooping in. The first bird gets nothing, but the second and following birds are usually successful.
