ID of this insect?

Hi!
Can someone please ID this bug? They are all over my apartment. I don't have a graden.They stick to the clothes and curtains until they dry up and die. They're really small and fly around like white flakes untill they land, sometimes on my skin or hair, and then they kind of bite and tickle. I don't know how to get rid of them? Do they eat fabric? Thank you very much.
