What ungarden-like surface is the insect on?

I know it doesn't look real, it looks like it doesn't have a neck. But I swear it's real. That's why I'm here. I think it was on our outside wall. I can't remember. I got another shot before it took off. But it's not much better...

About where are you located?

It's a fly. Don't know which one.

2nd picture is better, shows likely one pair of wings. Certainly is pretty. Not sure the legs are long enough to be a long-legged fly, many of those are metallic.

That is more typical of the spindly legs of the long-legged flies, narrow bodies, etc. Check out Dolichopodidae on bugguide.net.

It looks like a hybrid beetle are you somewhere with high radiation levels? If so I would contact you have a real problem.
