Attracting & Feeding Gold Finches Question

I live in West Chester PA. I put up a cheal plastic gold finch tube feeder. It consists of a clear plastic tube, actually its not solid but a curled piece of plastic in a tube but nit glued, and yellow top & bottom w/ perches and feeder holes. The first day & wek it was covered w/ male & female gold finches. It rained off & on for a full week this past week. During that week, upto & including now (its monday) I've not sen a finch at that feeder. Could it be tha the cheap feeder allowed the seed to get wet & therefore not of interest to the finches? Or could it be a normal thing for this time of the season? Is here something I can do to bring them back other than possibly needing a beter feeder? re there some flowers I should plant in the garden below the feeder? Is here a recomended brand & modlel of feeder I should buy?

Any suggestions are appreciated!
