Attracting more woodpeckers to feeding stations?

My PA property is in the country with woodland, running water, open fields, tall grasses and shrub lands as part of the natural landscape. I've planted shrubs and trees that provide fruit in different seasons. There's oak, walnut, hickory, chestnut and filbert mast (we crack some too) and I've got a huge old snag of an ash tree that I often see all manner of woodpeckers on during the spring/summer. So why so few winter woodpeckers? My relative who lives there has to refill the 4 feeder areas every two days because we have so many other birds--many of the flocking types frequent certain feeders. She says that in NY, her suet feeders were always covered with all manner of woodpeckers, but she is seeing very few here in PA.

Why do you think we don't see them as much and what more can be done to attract them?
